CA okays Duque, 174 AFP officers

IN an unprecedented move, the Commission on Appointments yesterday confirmed the nomination of 174 senior military officials to the next higher position.

Among those confirmed was Maj. Gen. Romeo Prestoza, former AFP Intelligence chief, whose nomination was strongly opposed by Sen. Panfilo Lacson for his alleged participation in wiretapping during the 2004 elections.

Isabela Rep. Rodolfo Albano, a member of the House of Representatives panel, recommended the appointments of the military officials to the plenary.

Before this, the commission confirmed the appointments of former Health Secretary Francisco Duque as head of the Civil Service Commission.

It took only five minutes for Duque to get the nod of the bicameral panel, unlike his predecessor Ricardo Saludo whose nomination was blocked by the body.

Also confirmed were Commissioner Evelyn San Buenaventura of the Commission on Audit and retired Supreme Court Justice Regino Hermosisima as member of the Judicial and Bar Council.

The commission also approved the appointments of nine envoys:

• Bahnarim Guinomla, ambassador to Bangladesh, Sri Lanka and Maldives.

• Linglingay Lacanlale, ambassador to Thailand and permanent representative to the United Nations economic and social commission for Asia and the Pacific.

• Bayani Mangibin, ambassador to Iraq.

• Eva Betita, ambassador to Brazil, Colombia, Guyana and Surinam.

• Lourdes Yparraguirre, ambassador to Austria, Croatia, Slovenia and the Slovak Republic.

• Nestor Padalhin, ambassador to Nigeria, Benin, Burkina Faso, Cameroon, Cape Verde, the Central African Republic, Cote Equatorial Guinea, Gabonese Republic, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Sao Tome and Principe, Senegal, Sierra Leone and Togo, as chief of mission, class II.

• Romeo Manalo, ambassador to Italy.

• Cecilia Rebong, posting in New York.
