Church social action
arm hits gov't doles
'Ahon Pamilya breeds culture of dependency'

CARITAS Manila, the Manila Archdiocese's social action arm, yesterday criticized government's Ahon Pamilyang Pilipino poverty reduction program which it said would only teach the poor to become dependent on government doles.

"The idea to give pure dole-out money will give the poor no dignity, breed a culture of dependency and anti-development to our poor countrymen. Thus, it will not effectively eradicate poverty," said Fr. Anton Pascual, Caritas executive director.

The program, with a P5 billion allocation for this year, involves a subsidy of P500 million a month for 300,000 families identified by the social welfare department in the 20 poorest provinces, and P300 for each child sent to school, with a maximum three children per family.

Angara warns RP may lose Spratlys

SEN. Edgardo Angara yesterday warned that the Philippines could lose the Spratlys by default if Congress delays approval of the archipelagic baseline bill.

"It's either magiging part of international waters o ma-claim ng mga counter-claimants," Angara said.

Angara rejected the proposal of Sen. Miriam Defensor-Santiago, chair of Senate foreign affairs committee, to create a joint congressional body to study the impact of the bill before deciding whether to approve it.

House seeks assurance
on cheaper medicines bill

SPEAKER Prospero Nograles yesterday said unless President Arroyo gives an assurance that prices of medicines will go down, it would be best to defer ratification of the cheaper medicines bill.

"If we cannot get this assurance, I don't see the point of passing a law that will not really serve its purpose," Nograles said.

The Speaker has postponed his meeting with the House contingent in the bicameral conference committee to confer with the President and Senate President Manuel Villar in Cebu during the signing of the new charter for the University of the Philippines today.
