Deficit shrinks as spending slows

The national government incurred a budget deficit of P23.7 billion in February, a third lower than last year, as the growth in revenues outpaced the minimal increase in expenditures during the period.

The Bureau of the Treasury’s Cash Operations Report show the budget shortfall in February is 31 percent lower than the P34.6 billion deficit registered in the same period in 2016.

Data showed that government expenditures only saw a one percent increase in February to P175.6 billion from P173.6 billion last year.

Netting out interest payments, which saw a 14 percent year-on-year growth, government disbursements even saw a contraction of one percent, to P151.3 billion from P152.3 billion a year ago.

The data on the negative spending performance net of interest payments came just a few days after the administration showcased the government’s unprecedented infrastructure program in a recent forum, intending to spend P8.4 trillion for infrastructure over its six-year term.

“The growth of disbursements for the first few months of 2017 will be moderate partly due to base effect considering the high disbursements recorded for the same period in 2016 and since most line agencies are still in the process of obligating their allotments at the earlier part of the year,” the Department of Budget and Management said in its recent assessment of the national government’s disbursement performance for 2016.

“However, spending is expected to rack up in the succeeding months towards the summer season,” it added.

Meanwhile, government revenues saw an increase of nine percent to P151.8 billion in February from P139 billion a year ago.

Tax revenues went up by 12 percent to P138.8 billion from last year’s P123.9 billion, as the Bureaus of Internal Revenue and Customs posted double-digit growths of 12 percent and 14 percent, respectively.

Non-tax revenues on the other hand declined by 13 percent to P13 billion.

For the first two months of the year, the government incurred a deficit of P21.5 billion, 44 percent down from the P38.1 billion budget shortfall as of end-February 2016.

Government revenues saw a 10 percent hike year-on-year, while expenditures went up by four percent.
