Resource accounting pushed in PH

The Department of Environment and Natural Resources (DENR) is pushing for the adoption a natural resource and environmental accounting system that would  come up with specific policies and programs consistent with the sustainable integrated area development (SIAD) approach.

The DENR said the National Capital Accounting (NCA), a process of calculating the total stocks and flows of natural resources and services in a given ecosystem or region, will enable the country account for the physical and monetary values of these goods.

The DENR added  the process will subsequently inform government, corporate and consumer decision-making in tracking down  the use or consumption of natural resources and land.

Jonas Leones, DENR undersecretary for international affairs and foreign-assisted programs, said NCA’s  implementation would enable policymakers to come up with informed policies based on generated data on the monetary values of natural capital and ecosystem services.

Leones said t when paired with DENR’s SIAD program, environmental considerations will be in harmony with social justice and human development. He cited e ecotourism and agroforestry industries as among those which would benefit for such accounting system.

The agency said  through SIAD, the country can create mini-economic zones that can generate employment, livelihood and income-generating activities in communities where they operate, alternative that they are pushing in place of mining activities.

“At the DENR, we endeavor to achieve social justice by ensuring the integrity of our ecosystems on which local communities depend for food and livelihood. (It’s about time) we account and minimize the depletion of our wealth, especially when it does not benefit our people,” Leones said in a statement.

 The Philippines is one of the eight countries implementing a global partnership that aims to promote sustainable development by ensuring that natural resources are mainstreamed in development planning and national economic accounts. Other countries implementing the project are Botswana, Colombia, Costa Rica, Guatemala, Indonesia, Madagascar and Rwanda.
