New witness in Carl slay surfaces

PUBLIC Attorney’s Office chief Persida Rueda-Acosta yesterday said the agency has a new witness who can shed light on the killing of former University of the Philippines student Carl Angelo Arnaiz last August 18.

Rueda-Acosta said the witness claimed seeing two policemen killing the 19-year-old Arnaiz on C-3 Road in Caloocan City.

“Positively identified po niya kung ano iyong nangyari... iyong aktuwal na pagpatay,” she said.

Acosta noted the location pinpointed by the witness was different from the area claimed by the Caloocan City police as the spot where Arnaiz was shot for allegedly shooting it out with cops.

She said the witness also told them seeing Arnaiz in handcuffs and on his knees before he was shot multiple times.

She also noted that the witness claimed to have spotted a smaller young man waiting in the police mobile’s back seat. Acosta believed this was 14-year-old Reynaldo De Guzman, who went missing along with Arnaiz on the night of August 17 in Cainta, Rizal.

“May kasama daw... Dalawa iyong dala ng pulis doon,” she noted.

Arnaiz turned up dead on August 28 at a funeral parlor in Caloocan City. He sustained five gunshot wounds, four in the chest and one in the right arm, according to the PAO.

Police said he held up a taxi driver and was shot dead by responding cops, who said he fired at them.

De Guzman’s body was found floating in a creek in Gapan City, Nueva Ecija last September 5. PAO’s forensic examination on De Guzman’s body showed that he sustained 28 stab wounds, mostly in the left side of his body. The PNP said the body bore 30 stab wounds.

But the PNP on Monday said the body found in Nueva Ecija was not De Guzman, citing DNA tests on the body and his supposed parents. 

HEARING CALLED OFF

The Senate committee on public order and dangerous drugs cancelled yesterday its scheduled hearing on drug-related killings, including the death of 17-year-old Kian Loyd delos Santos, due to bad weather. The hearing has been rescheduled to next Tuesday, September 19.

The committee, chaired by Sen. Panfilo Lacson, was also supposed to tackle the Caloocan City policemen’s alleged killing of Carl Angelo Arnaiz.

Lacson said last Monday that a new witness in the Arnaiz slaying showed up in his office last week but it was not clear if it was the same person who is in the custody of Acosta.

Lacson said the new witness alleged to have seen Arnaiz with another young companion inside a police mobile car. The witness claimed he saw Arnaiz alive, and even directly looked him in the eye as the mobile drove past.

The witness, the senator added, also identified the two cops who were with Arnaiz.

Aside from the new witness, also expected to attend the hearing next week are the parents of Arnaiz and Tomas Bagcal, the taxi driver allegedly held up by Arnaiz. – With JP Lopez
