Ombudsman Silvestre Bello III?

LABOR Secretary Silvestre Bello III wants to be the next ombudsman, and he has made known his desire to President Duterte himself.

Bello said he wants to help the President in his campaign against corruption.

“I keep telling the President. Ang sabi niya, ang kanyang krusada ay laban sa corruption, tapos ang sabi ko: ‘Tulungan kita.’ Ang sabi niya: ‘Paano naman?’ Gawin mo akong Ombudsman (I keep telling the President. He said his crusade is against corruption. I then told him, I will help you. He said, how? I said make me the ombudsman),” Bello said Tuesday night in an interview with ABS-CBN’s “Bandila” program.

The seven-year term of Ombudsman Conchita Carpio Morales ends in July.

Bello said becoming ombudsman would be the best way for him to help in the anti-corruption drive.

“It just occurred to me recently… the President keeps on harping on corruption... and that is the focal point of being the Ombudsman,” he said.

Bello submitted his application to the Judicial and Bar Council last Friday.

The JBC screens applicants and submits a short list to the President. 

Bello has held government positions under four administrations.

He was justice secretary under the Corazon Aquino administration, solicitor general under the Ramos administration, and Cabinet secretary under the Arroyo government. Under the Duterte administration, he is also head of the government panel in peace negotiations with the Communist Party of the Philippines.

Supreme Court Associate Justice Samuel Martires is also vying for the Ombudsman post, according to a source.

Martires is Duterte’s first appointee to the tribunal. He served as judge in La Union, before he was appointed to the Sandiganbayan on October 2005 by then President Gloria Arroyo. He was among eight justices who voted to grant the petition for quo warranto of Solicitor General Jose Calida, effectively ousting Chief Justice Maria Lourdes Sereno from her post.

In 2011, while he was still with the anti-graft court, Martires wrote a decision clearing Duterte, who was then the Davao city mayor, of a case over the demolition of a park installed by his political rival in 2008.

If appointed to the Ombudsman, Martires will have to go on an optional retirement from the SC. He is scheduled to retire from the SC in January next year when he reaches the mandatory retirement age of 70.

SC Associate Justice Teresita Leonardo de Castro, who was nominated to the Ombudsman post by retired SC Associate Justice Arturo Brion, has declined the nomination.

Aside from Bello and Martires, also vying for the position are former Sandiganbayan presiding justice Edilberto Sandoval, Sandiganbayan Associate Justice Efren dela Cruz, San Beda College of Law graduates and Duterte classmates Rex Rico and Felito Ramirez, Davao City court judges Rowena Apao-Adlawan and Carlos Espero, and Edna Batacan, a veteran lawyer handling cases in the anti-graft court and the Ombudsman. – With Ashzel Hachero
