Napolcom records
THIS refers to the news item which
appeared on page 2 of the Feb. 4, 2008 issue of your
newspaper titled "Some 500 case files vs cops missing
from Napolcom records" written by Ashzel Hachero.
The National Police Commission (Napolcom)
leadership, after consultation with the Inspection,
Monitoring and Investigation Service (IMIS) officials
and staff, would like to make a clarification on the
news item.
According to Napolcom IMIS assistant
director Norma P. Pullen, the discrepancy was in the
recording and accounting of case folders which was
discovered after the conduct of careful and thorough
evaluation of cases received and docketed at the IMIS
office, preparatory to the proper turn-over of the
Directorship of IMIS from Director Eduardo C. Castro,
who retired on January 31, 2008 to assistant director
Pullen.
Atty. Pullen added that there was not
a single police case folder missing because the
Commission has not received any complaint for loss of
case folder or inefficiency in handling such document
either from the complainant or respondent.
Recently, the Commission has adopted
a PNP Disciplinary Machinery Information System to
ensure that the cases lodged at IMIS are properly
recorded, appropriately transmitted and the person
handling the folder is easily identified.
Director Pullen takes full
responsibility and cognizance of all the documents
received/forwarded in IMIS and assures the general
public and our clientele that the 500 case folders are
intact and well accounted for.
On the alleged case of sexual
harassment filed against Senior Inspector Marcelo Reyes,
et. al. legal affairs service case management division
chief, Atty. Marie-Ramonette Z. Cabuso said that the
case is still pending and the draft decision is under
review.
Atty. Cabuso stressed that what was written and
published against the legal affairs service is unfair
because they (reporters) did not take time to inquire on
