A MEETING will be held among Metro Manila mayors on Thursday
to finalize the guidelines regarding the implementation by the Metropolitan
Manila Development Authority of the single-ticketing system commonly known as
the Metro Traffic Ticketing (MTT) system as the official traffic violation
citation instrument for use against traffic violators in the metropolis.
MMDA chairman Bayani Fernando on Monday said majority of the
17 local chief executives in the National Capital Region has already signed the
resolution calling for the implementation of the single traffic ticketing in
Metro Manila. But he said he wants the Metro Mayors' Council, the agency's
policy-making body, to approve the resolution unanimously.
If he gets everybody's nod, Fernando said the system will be
implemented by March 1.
The move to revert to the single-ticketing system was in
response to mounting complaints of drivers of public utility vehicles against
the exorbitant fines being charged them by local traffic enforcers and the
confusion caused by different traffic citations issued by local government units
in the metropolis.
Fernando clarified, however, that even if the MTT is
implemented next week the Official Violation Receipt (OVR) issued by local
traffic enforcers will not be invalidated immediately as local government units
have mandated functions under their local traffic codes and ordinances.
He said the OVRs can still be used until LGUs have completed
the review of their own traffic codes and ordinances and instituted amendments.
MMDA general manager Robert Nacianceno said MMDA traffic
enforcers and local traffic enforcers are now being given seminars and training
to prepare them for the application of the MTT. Under the scheme, violators will
be issued a traffic violation ticket and they can settle the fines imposed on
them through a designated bank. This is calculated to deprive mulcting traffic
personnel of any role in the transaction.
Nacianceno said the system will also make it difficult for
those who use fake traffic violation receipts to make money.
The MMDA will get P30 for each ticket issued and fine imposed to cover
