Ping: "I-know-nothing' witness took a phone call

Sen. Panfilo Lacson yesterday said his "surprise" witness, Leo San Miguel, was overheard by members of the Office of the Senate Sergeant-at-Arms (OSAA) during a break in Tuesday's Senate hearing on the ZTE deal talking to a person he addressed as "Ma'am."

On the other side of town, Executive Secretary Eduardo Ermita said that President Arroyo was "elated" by San Miguel's testimony that he knew nothing of supposed kickbacks in connection in the deal.

Beijing letter opposing
RP territory bill bared

THE chairman of the House committee on foreign affairs said yesterday China's opposition to the bill defining the Philippines' boundaries prevented the chamber from approving the measure despite the deadline set by the United Nations Convention on the Law of the Seas (UNCLOS).

Rep. Antonio Cuenco (Lakas, Cebu) said Beijing expressed its objection to House Bill 3216 in a "note" to the Philippine embassy in Beijing last December.

"China is shocked by and gravely concerned with this negative development. We request the clarification from the Philippine side," said the two-page letter which was faxed to Cuenco's office by Ambassador Sonia Brady.

Jamby's Section 20
sends CA into uproar

COMMISSION on Appointments minority leader Sen. Jamby Madrigal yesterday invoked Section 20 of the CA rules to freeze the confirmation of appointments of seven star-rank officers and 17 colonels from the Armed Forces.

This sparked a floor fight on what senators said was the whimsical use of the rule.

The CA reset hearings on the officers for April 28.
